I would guess that this delays the overall completion of the project, but at least the people can still get to where they need to be without taking inconvenient detours.

Road Expansion in Aleppo
In Detroit, I-75 will be shutdown for 2 years so they can 'work' on it, whereas in Aleppo, while working on the roads they are still available for use:
